CEPA Preferential Rate (2026): 0% for qualifying Japanese-origin vehicles. To benefit, the vehicle must meet the rules of origin under the UK-Japan CEPA, and your exporter must provide a valid Statement on Origin. Most genuine JDM vehicles qualify, but this is not automatic. Declare incorrectly and you’ll pay the standard 10%.
VAT: 20% is applied to the CIF value, that’s the car’s purchase price, plus shipping cost, plus insurance. VAT applies regardless of CEPA status. There is no exemption unless you’re importing under Transfer of Residence Relief.

The DVLA Registration Process for Japanese Imports

- NOVA Declaration: Submit within 14 days of arrival via HMRC’s online Notification of Vehicle Arrivals system. You’ll receive a NOVA reference number without this, the DVLA cannot proceed.
- IVA or MOT: Book your IVA test (vehicles under 10 years) or MOT (vehicles over 10 years). Common IVA modifications include fitting a rear fog light, converting the speedometer to mph, and adjusting headlight beam pattern to dip left. Allow 2–4 weeks for test centre availability.
